To change or update the amount showing in the "Spent" section, you must track a transaction. EveryDollar Premium subscribers will have transactions imported into EveryDollar, but they must be assigned to budget items to show that money has been spent. This is not automatic. Even without EveryDollar Premium, transactions need to be created manually to track and show spending.
