Change: An option to the monthly budget list to hide empty budget items. An empty budget item is one with both planned = 0 and no attached transactions. Add a way to toggle this on and off at the top of the monthly budget list. This toggle should be displayed even when scrolling to the end of the budget list.

Benefit: This makes it easier to read a budget that is not being changed. It might need to be toggled off to add new transactions or to change planned amounts. Thus enabling and disabling it should be on the same web page as the monthly budget display.
