Enable option to select a month to build the new budget from

For example, when I click to create the budget for August 2026, it will be built off of July 2026, but it would be more useful to build it off of August 2025 (previous year) so the budget would be more accurate e.g. utility bills, seasonal maintenance/services/fees, etc.
