Reorder Favorites and Favorites Group

Allow users to reorder Favorites, such that this section can be at the top (above Income), for users whose main goal is limiting spending within those favorite categories. This feature would allow users to see the amounts remaining/safe to spend amounts when they first open the app, rather than needing to scroll down each time.
